Damian Joy has 30 years’ experience in the development, engineering, construction, operation and financing of a wide range of infrastructure projects including various models of Public-Private Partnerships. He has led the development and management of projects in a range of economic and social infrastructure sectors, including roads, bridges, airports, transit, healthcare, education and justice.
Damian has wide international experience of capital project procurement having worked in Canada, Britain, Ireland, Hong Kong, United Arab Emirates, Oman, Kuwait and Botswana.
As President of MHPM Development Solutions, part of MHPM Project Leaders, Damian provides development stage strategic commercial advice on capital projects, including Public-Private Partnerships, to investors and owners of infrastructure and real property. Based in Toronto since 2006, Damian held senior positions with the infrastructure developer and investor, Bilfinger Project Investments, and was appointed as President and CEO of the North American business in 2010. Having helped build Bilfinger’s portfolio of seven major greenfield infrastructure investments in Canada and USA over eight years, Damian participated in the divestment of assets to the infrastructure fund, BBGI. Formerly he spent six years with Balfour Beatty Capital in the UK and Ireland developing PPP projects as diverse as toll roads, transit systems, healthcare facilities and schools.
In a pre-PPP career Damian worked in business development and project management for two international construction contractors. PPP projects in which Damian has played a key role include Ohio River Bridges East End Crossing (The Bond Buyer Deal of the Year 2013); Kelowna & Vernon Hospitals (CCPPP Gold Award for Operations 2012); Women’s College Hospital (CCPPP Silver Award for Financing 2011); Golden Ears Bridge (Infrastructure Journal Global Deal of the Year 2007) and North Lanarkshire Schools (Project Finance European Education Deal of the Year 2005).
Damian also acted as Interim Executive Director for the Ministry of Transportation and Infrastructure Ontario tasked with implementing governance, commercial and technical changes on the Herb Gray Parkway PPP project.
